Innovative NEPA Consolidation Pilot Project

ECW has developed a unique process that would consolidate duplicative environmental and sustainability programs, cut costs, save time, increase environmental performance, involve the public, and comply with NEPA. We have briefed the process to the CEQ/EPA NEPA Task Force as a pilot project that they could support.

Environmental Impact Statements:

Our experience with writing, managing, and/or overseeing EISs includes the following projects:

• Cumulative Impact Analysis, Armor Multi-purpose Digital Training Range Construction and Operation, Fort Knox, Kentucky
• Prepared and implement mitigation and monitoring plan for the DMPRC range construction EIS ROD, Fort Benning, Georgia
• NEPA and BRAC/NEPA Program Manager, U.S. Training and Doctrine Command, Environmental Division, Fort Monroe, Virginia. Multi-year subcontract renewals (1989-1994). Provided senior management support for Army EISs:
  • Fort Dix BRAC Realignment EIS, New Jersey
  • Fort Benjamin Harrison BRAC Disposal and Reuse EIS, Indiana
  • Joint Readieness Training Center Relocation
  • Fort Ord BRAC Disposal and Reuse Final EIS, California

• Relocate Road- Sparta-Fort McCoy Airport, Wisconsin
• Multiple Phase I Real Estate Environmental Site Assessments, Proposed Army Reserve Centers in Wisconsin, Iowa, and Minnesota.

Mitigation

• Wrote Mitigation & Monitoring Section of Fort Benning DMPRC EIS
• ECW provides mitigation monitoring and management support to the DMPRC EIS ROD (2006-2009)
• Wrote the Mitigation & Monitoring sections in AR 200-2 revision in 1990s, later was incorpoarted into 32 CFR 651
